Doral is defined by warehouse and light industrial property: very large, simple, single-plane low-slope roofs on tilt-up and metal-frame structures, typically modified bitumen, TPO or an aged built-up system, frequently with substantial rooftop mechanical plant and skylight arrays. The trade and logistics corridor around the airport is dense with it.
Alongside that sits a large stock of relatively young residential — townhouses, gated single-family communities and mid-rise condominium built largely from the 1990s onward, mostly concrete tile with flat sections. Those roofs are now reaching the age where underlayment, rather than tile, becomes the issue.
Miami-Dade has 34 incorporated municipalities, and most run their own building department, fee schedule and inspection scheduling. Several — Coral Gables and Miami Beach in particular — add architectural or historic review that materially affects roofing work.
A roofing permit is required, filed by the licensed contractor in the contractor's name. Cities with design or historic review will want the tile profile, colour and sometimes the metal finish approved before the permit issues — which is weeks, not days, and belongs in the schedule.
Pull it in the roofer's name. If a contractor asks you to take the permit out as the owner, they are moving liability for the work onto you. That is a reason to pick someone else.
Every municipality in Miami-Dade enforces the Florida Building Code, 8th Edition (2023) with the HVHZ provisions. The 9th Edition (2026) takes effect 31 December 2026. A city cannot make the technical roofing standard less stringent, and product approval is by Miami-Dade County NOA everywhere. What varies is process, review layers and turnaround.
Miami-Dade and Broward are the only two counties in the country designated a High Velocity Hurricane Zone. The HVHZ provisions of the Florida Building Code are a stricter, separate rulebook: products need their own approval, the deck has to be sealed, attachment is tested in the field, and there are more inspections. A roofing spec that is perfectly legal in Orlando or Tampa can be non-compliant here without a single word changing on the page.
A Notice of Acceptance is Miami-Dade County Product Control's approval of a specific product in a specific assembly. Underlayment, tile, fasteners, adhesive, edge metal — each carries its own NOA, and the NOA specifies how it may be installed. NOAs carry expiration dates and have to be renewed by the manufacturer. You can look any of them up yourself on the County's product approval search. Installing a product without a current NOA is a code violation that can mean a failed inspection and a tear-off at the contractor's cost.
The HVHZ requires a sealed roof deck: a continuous secondary barrier under the primary roof covering, so that if the tile or shingle comes off in a hurricane the building still does not take on water. In practice that is a self-adhered polymer-modified bitumen membrane meeting ASTM D1970 with a current NOA, or an approved combination such as 4-inch self-adhering tape over every deck joint followed by an approved base sheet. The permit holder signs an Affidavit of Compliance for roof deck attachment and the secondary water barrier, and hands it to the inspector at the first inspection.
On mortar-set and adhesive-set tile, the code requires a field uplift test to TAS 106 after installation and before the final inspection — a real, physical pull test confirming the tile resists a minimum uplift load. It is one of the few places in American construction where the inspector verifies the installed result rather than the paperwork. Ask any bidder how many pulls they budget for.
A hundred-thousand-square-foot low-slope roof is not a scaled-up house. Attachment zones at perimeters and corners become a large share of the work, drainage has to be verified against code rather than assumed, and the decision between tear-off, recover and restoration coating turns on core cuts and a moisture survey rather than on a walk-around. On a metal deck, the fastener pattern and the substrate condition drive the whole assembly.
On a large, sound, well-drained industrial roof that is not at the layer limit, a silicone restoration system is real value at roughly $4 to $8 per square foot against $9 to $17 for replacement. The conditions have to be right, and establishing that requires core cuts and a moisture survey, not optimism. Coating a wet roof seals the water in and presents the same bill in three years with interest.
Work near the airport can carry height and crane restrictions, and industrial tenants generally cannot stop operating for a roof. That means phasing around loading dock schedules, protecting inventory below, coordinating with tenant mechanical and refrigeration equipment, and often working outside business hours. It belongs in the scope from the start.
Doral's 1990s and 2000s concrete tile roofs are now at fifteen to thirty years, which is where the underlayment gives out well before the tile does. The characteristic job is salvage the tile, replace the underlayment to current HVHZ standard, re-nail the deck, reset the tile. Many owners are surprised that a tile roof "in good condition" needs work — the tile is fine; what is under it is not.
The full HVHZ inspection sequence applies: deck nailing, tin cap, secondary water barrier affidavit, in-progress, and final, plus TAS 106 uplift testing on mortar- and adhesive-set tile.

Low-slope replacement generally runs $9 to $17 per square foot installed depending on system, deck condition, drainage correction and access. A silicone restoration coating over a sound, dry, well-drained substrate runs $4 to $8. Which of those you are a candidate for is settled by core cuts and a moisture survey, not by a walk-around.

Probably underlayment work rather than new tile. Concrete tile lasts 30 to 50 years; the underlayment beneath it typically 20 to 30, and less on older assemblies. The usual scope is to salvage and stack the tile, replace the underlayment to current HVHZ standard, re-nail the deck and reset your original tile.
Yes, and it is the normal case. Work is phased around dock schedules and tenant operations, inventory below is protected, no section is left open overnight, and where necessary production runs outside business hours.
